/api/v1/change-sets/:id/merge

Merges the reviewed tree (semantics in schema.md change_set_state, change_set_state). 409 with change_set.stale_base when the base is not the latest revision (rebase), change_set.digest_mismatch when the change set changed, change_set.not_approved when the approvals do not satisfy the requirements recomputed against the current inventory; 422 with change_set.invalid when validation fails against the current state. With start_rollout the caller also needs what starting each of those rollouts needs (createRollout), or nothing is merged.
