Open the start URL on an exploration runner. Needs `host.explore` on the runner.

Without runner the server picks, among the exploration runners the
caller may use that checked in within the last 3 minutes, the one
with the fewest open sessions. Waits for the runner's answer (at most
60 s).

explore.no_runner: no usable exploration runner; explore.runner_busy: the runner holds explore_sessions sessions.
Validation errors.
explore.runner_error: the runner could not handle the request (browser unavailable, session lost); detail says why.
explore.timeout: the runner did not answer in time (explore.runner_unavailable when it did not even claim the request within 15 s).
