Long poll (up to 25 s) for requests to the runner (manual runs; exploration on exploration runners).

sessions lists the sessions the runner holds, including those it is opening. The server ends sessions of this runner whose open it answered but that are missing from the list (runner_lost), and returns pending requests, claiming them; open and try requests only up to capacity.
